Andrew Dwan

Andrew formed No Fire Ltd to respond to the Building Safety Act 2022 and the associated increased scrutiny to the roles for Responsible Person (and now Accountable Person) which he has carried out for 17 years. He combines his leadership expertise of managing a Facilities and Construction Management company, which supports over 1msqft of assets in the healthcare, education, early years, commercial and residential sectors, including all statutory obligations, with over 21+ years of service with Greater Manchester Fire and Rescue Service.

Andrew is passionate about Fire Safety. Through both his commercial sector asset management experience and extensive experience of operational command and leadership within the Fire Service he has a uniquely “whole industry” insight into Fire Safety and a no-nonsense approach to making sure all clients and stakeholders understand in the simplest language what their responsibilities are and what they need to do to ensure compliance to all Fire Safety legislation.

Andrew trained extensively at the World‘s leading fire service training centre of Moreton in Marsh, Gloucestershire, attaining competencies with leadership and command, fire safety law and implementation, and the full range of operational conditions including fire safety inspection and enforcement.

These leadership skills followed Andrew into the commercial world and for the past 17+ years, he has led a multi-disciplinary company, delivering, and maintaining large scale commercial properties to the health, education and commercial sector, as well as developing multiple residential projects from single private dwellings to multi storey residential accommodation. All delivered to the highest standard of the most current Fire Safety regulations.

Through No Fire Ltd, Andrew has brought together a specialist Fire Safety team including experienced Fire Risk Assessors and Modellers, Fire Stopping Specialists, Architects, Engineers, Alarm Engineers and a Fire and Health and Safety training team.

Jonathan Keegan

Jonathan is responsible for delivering strategic, operational and facilities management planning to a large portfolio of healthcare and education assets across the UK. For over 12 years of he has successfully managed a range of estate contracts and capital projects, working in partnership with teams from public and private sector teams.

His roles have included making sure parties involved are aware of their obligations and what must be done to ensure compliance with all fire safety regulations in the clearest terms possible.

Jonathan has a passion for helping organisations to manage their safety obligations, providing practical advice to keep people safe. He is a NEBOSH qualified Fire Risk Assessor

Adam Carter

For over 12 years, Adam has been undertaking and providing consultation on a wide variety of NHS and Private Healthcare Premises. He has acted as project manager for a wide variety of facilities management projects from routine maintenance to building services upgrades primarily on large medical centres, schools and other commercial properties.

A highly experienced risk assessor, Adam has a proven track record of providing accurate and effective risk assessments for a wide range of properties.

During his career, Adam has acquired a far-reaching range of qualifications including the NEBOSH Fire Safety Certificate, IFI Passive Fire Protection Inspection Qualification, and he is an NDEA Level 3 & 4 Commercial Energy Performance Assessor. Adam is also the Responsible Person for national property portfolio for Water Risk Management and Legionella Control.
